What is commonly known about:
The Joker
The general population knows Joker well, the mad murderous clown having spread chaos, terror and Death on numerous occasions.
They know he is among the most insane of the criminals terrorizing Gotham, and that nothing is ever certain about him.
They know he has no qualms about taking lives, even finding twisted amusement in it.
They know he is followed by his right hand lady Harley Quinn and that there is many criminals who flock to his cause.
Further more, but mostly known in the criminal elements, Joker will take anyone into his gang, on some days, while on others they will simply be turned away or outright tortured and/or killed.
Due to his chaotic and fearless nature, it is very very profitable to work in Joker's gang since he himself cares little about money, but steals them for the heck of it.
Only those who have access to Arkham Asylum's archives and papers will know that the Joker have been diagnosed with so many different mental illnesses that some have simply labeled him insane.
He further more suffers from Narcissism, not as severe a case as some of the other Rogues, but it is still a defining characteristic.
Finally, only those who have faced him knows exactly how random and versatile a combatant the Joker really is, though his Joker venom and other diabolical contraptions are VERY well known.
His completely random fighting style and ability to make pretty much anything into a weapon when in his hands make him a fearsome opponent and one to be rightly feared.
Thus, his title as the Clown prince of crime is indeed a well earned one.
The Mad Hatter
The general population knows some about the Mad Hatter, though, granted, he is not the most well known of the rouges.
What people do know is that he faces Batman on a regular basis, and that he is a specialist in mind control.
Surprisingly, it is only ever really the families of the Alices that Hatter takes that know about that side of his personality.
While Hatter is not known for leading great organizations, he has from time to time formed a Wonderland gang,
lead by him on most occasions. However, how willing the participants have been have varied from completely willing,
to mind controlled by the Hatter himself.
Those that has access to the archives and files of Arkham Asylum or the Bat-Archives,
also knows that Hatter is a classic delusional case, displaying paranoid schizophrenia as well as obsessive-compulsions.
They'll know that he believes that he is the true-life incarnation of the Mad Hatter from Alice's Adventures in Wonderland,
and holds a strong obsession with 'Alice', who he will almost always actively search for or, perhaps, prepare for her arrival.
Like his namesake the Hatter, he has an obsession with hats of all kinds, the one he always wears being his favorite.
He can handle loosing any of his hats if it's, for example, in a fight since he knows he can pick it up again,
but if his hats are withhold from him he will turn panicky and desperate,
and several doctors have concluded that it is completely impossible to work with Jervis if he is forced to bare his head.
When he finds an 'Alice' he kidnaps her and pacifies her with his mind controlling drugs and devices.
The victim will them perish from dehydration, starvation or getting outright killed by Hatter.
It is easily assumed that Hatter is not much of a hand to hand combatant, which is correct,
however, what most does not take precautions against, is his cunning mind, the Mad Hatter always having something up his sleeve.
Baby Doll
Baby Doll is among the more publicly obscure rogues,
since only those old enough or interested in her old show have seen it and thus her.
Therefore it is very few who really know about her, her gang excluded.
Even Arkham doesn't have any information on her,
since she was only treated over a half year period due to a nervous breakdown by a private psychiatrist.
In the underworld, her appearance isn't even known by others than those who work by her,
everyone else assuming it is her hench-woman that is the Mob boss Baby Doll, instead of the real Baby Doll.
However, she is known as a charismatic and fair leader who is honest in her dealings with her employees,
unlike several other rogues who are less than fair to their men.
